Yes. One of the thing good 'art' can do is make one question what one sees. In that respect I would consider it artful.

Human emotion itself is subjective. That is the genesis and the answer to your question I think, or rather since art itself is completely subjective anything is and can be art, it's completely up to the viewer to decide.

For example some misguided folks hold the ridiculous view that "Rice Pudding" is a dessert which I correctly believe is a total, unequivocal bullshit point of view, however. Since again we are talking about a subjective point of view, it's again completely up to the taster to decide.
