Yes. If one blocks by IP the person logging in sees a basic screen with a reason (if supplied) as to why their account has been banned.

But she wouldn't have to log in to read.

No. But her IP would be checked when she accessed the page and that would cause the block. It'll be interesting to see what she could see though when she comes back.
