The problem is, most of the time I have no idea who is doing this stuff (besides the garbage shoot shenanigans, that's someone on our floor). The rest of the stuff could be anyone in the building, and there are over 150 apartments in my building, so I have nowhere to direct my rage and/or possible retribution. 

Obviously the only sensible choice is a kind of scattergun of hostility.  Since you don't know which one of your neighbors is responsible, you must terrorize all of them.  It's the only way.

Also, maybe I'll start hiding in the garbage shoot and when I hear someone come in the garbage room and set their shit on the floor I'll leap out with a triumphant "AH-HAA!!!" That'd be pretty scary.

Haha, that would be awesome.  That's the sort of thing that sticks with you.  Everytime they approached a garbage shoot from then on, they would get sweaty palms and an elevated heart rate, expecting that crazy lady from 3C....

Or you could talk the building superintendent into setting up some cameras. Then you could catch them on tape.

The building does have cameras, (and there are signs everywhere about not leaving trash around). I guess it's just hard to enforce if people are determined to not give a shit.
