So is wave essentially a giant bulletin board?  Also are you able to invite people or do we need to sign up through google?

I am waiting on a friend to send an invite if he still has it. I wasn't sure about it because I didn't understand what it is (still don't, really), but we'll see. It sounds interesting, anyway.

Do a search for "in:public atheism" and you'll find all Waves that have been tagged as public and have the word "atheism" in the title or tags.

It's basically like combining chat and email....it also makes it easy to conference people in on email discussions rather than having to create email chains via forwards.  It's in beta testing...which is why it is by invite only (like how gmail was invite only at first).

So ... its like a dumbed down forum with a shout box?

it would be like if you could combine the forum with the shout box then only let people you know see the posts and they can see what you are typing as you are typing it (which I believe is an option which can be turned off somehow b/c it is a little odd).

no, it's really just different from other things out there (better is to be determined)....it's not set up for posting links to everyone you know and on facebook you can't bring people into a private conversation once it has been initiated.
