The reasoning is that if you're doing it intentionally (e.g. a ground floor on a busy street) it's effectively flashing. (I personally have no problem with people walking around naked. To be honest I think we'd all be more fit if we all had to walk around naked.) The rational behind the law is reasonable enough.

If someone is going out of their way to look at you, they're invading your privacy.
