Even if people have no free will, they can still be held accountable for their actions. This serves at least two purposes: 1) it may reform them (against their "will"); or 2) at least it keeps them from hurting others.

I think this is precisely the point.

Necessary I guess, but at the deepest underlying level probably more unfair than fair, especially if you are merely a conscious observer of events.

We are not built of course to serve the cause of abstract human constructs such as justice or fairness.
