Yeah, that depends a lot. If there is a draft for a war, I'd find it difficult to argue how that sort of lottery is comparable to a drug. On the other hand, a one-armed bandit, all blinky and shiny and occasionally dishing out a fistful of coins, or a numbers game with a one to two hundred million odds of a ten-fifteen million reward..? Yeah, those be addictive.
