It must be the darkest clouds coming up from the horizon and that little swirl make the mouth/beard and above that the eyes and you can make out the rest from there. His head is cocked slightly to the left.
But... more likely they're just fucking clouds.

there is kinda sorta a frowny face in the center...but that's still a big stretch even for someone with a good imagination. The throwing up prayer guy is at least somewhat defined.

Yep, another fine example of pareidolia (http://www.skepdic.com/pareidol.html). This one is especially nice because aside from the "puking man," it's a real stretch to see anything but a tornado in this image.

You do have a point there. The sky as a whole is much clearer than one normally sees when a tornado appears. It may very well be that it just
