Yes but the tyre is only flat on the bottom.
I can let you have the whole contraption for a measly three poonds and that's cutting me own throat.
The tyre isn't flat, the lawn needs a trim though.
There may be some weathering, but I see no evidence of rot. Don't sell yourself short, it seems like a solid contraption.

Good for people who have a plastered knee and are somewhat desperate to go places. The fact that it doesn't pollute is a plus.
