Translation Issues With Old (2009) Speech (Spanish, Portuguese)

So perhaps the international members of HAF can help me with an interesting little item I came across. We can start with this article from euro|topics.net. It's in English, but it refers to an article in Portuguese. There are some issues. First, the Portuguese article seems to be talking about a homily that was just recently given, but the link in the article takes us to a PDF of a homily given in 2009 by the Archbishop of Grenada. Is the translation of the Portuguese writer correct? Did the Archbishop of Grenada actually condone rape of women who have had an abortion? I have trouble believing that is the case, but my Spanish is not even close to being good enough to say one way or another, and I don't trust online translation bots.

To me it seems like the Archbishop is saying that allowing abortion allows men to have sex with women and avoid the repercussions of pregnancy, putting the terrible decision of whether to have an abortion on the shoulders of women. I don't see him saying what the Portuguese writer says that he says.
