Yes, yes it is possible. It is simple but very flexible.

It's wrong to kill people without a just cause (self-defense, military service, executing a monster, etc.), rape someone, cheat, steal, spread rumors, etc. There is no justification for being a bad person like that. No sane or surviving society has ever endorsed murder/rape/lying/stealing/etc. and prospered.

However it gets to be a gray area when you move away from the core and get to the picky issues like homosexuality, abortion, women's rights, etc.
