It has to be seriously bad to compete with classics of bad cinema. I'd say just for a start that Santa Claus Conquers the Martians is worse than just about any product of the 21st century.  Supposedly some people like it for its wooden portrayals of poorly written dialog, not to mention the insulting make-up and "special effects" but I found it completely unpalatable.  A stinker.

but this one was bad on purpose, so it doesnt really count.

Star Trek DS9. It had its moments like that. However, remember that double episode where Sisco, [Jadzia] Dax and Bashir ended up going back in time and trying to get out of a sanctuary district? That is how you do social commentary if indeed you feel compelled to do so. The last seasons of Dr. Who... Just feel like they were written by lazy, talentless people whose only marketable skill is marching around with "Union strike" signs.
