I have no problem whatsoever with a topless woman or the pleasure such a woman gives my heterosexual (male) friends--but a number of these same heterosexual friends say it would be dangerous for women to go topless in public since motorists would look at them instead of the road; there would then be more accidents, they say.
But if seeing breasts was more common on a day to day basis, then it wold lose it's ability to distract as it would just be another thing. Kind of a double-edged sword as it would detract from the current enjoyment most men find in a nice set of tits.

If we are striving for breast equality, it's generally OK for me to tap my finger on a guy's chest if I'm making a friendly point. Would it also be OK for me to do this to a topless female? Methinks no. Alas.

I don't think there's much real chance of seeing naked breasts on a day to day basis (unless you own a set yourself) no matter what the law is. Several states, including CA, allow women to go topless at will and you still don't see it outside of nude beaches.

No shortage of naked breasts here in Germany. Just go to the beach or visit a sauna and you see lots of them.

Perhaps the male visitors of a gym are considered to be more macho-like, than those who visit a sauna or go for a swim. That could also explain the popularity of women-only gyms here.
