But the one's being persecuted are the religious. Any religious. Only scientific rational minds seem to apply for salvation. The issue I see here is that mostly people of that nature are males. And then there are people who are in between, which would be called sympathizers in eras past. So I'm assuming they won't go either? So essentially there will be a group of mostly guys, being picked by a group of mostly guys. But only certain guys. Because these guys only like a certain type of guy. And if they don't like you, then you will get the pile of shit.

Set your new planet up as a private club, then you can test however and for whatever you want. Ask a question that everyone will fail, but then make exceptions if you like the person. It's your club.
I recommend getting started on this project as soon as possible. But, you'll have to do it here. :) Civil systems are designed to crash and burn at some future time. This may seem a bit stupid ---but the ongoing flaw in civilization is--People. I don't know. I think I would let Quakers and Buddhists on, but I would put the religious thru extra rigorous screenings for violent tendencies. That's such a minefield with them.
