Set your new planet up as a private club, then you can test however and for whatever you want.  Ask a question that everyone will fail, but then make exceptions if you like the person.  It's your club.

I recommend getting started on this project as soon as possible. But, you'll have to do it here.  :)  Civil systems are designed to crash and burn at some future time. This may seem a bit stupid ---but the ongoing flaw in civilization is--People. That means , in order to have a civilization it has to be flawed because there's nothing else to build it on but the flaws that ruin it. Sorry about that, but.

Just asking. Why is it that we want to go some where else. I would like to go somewhere else. Why do you want to go somewhere else.?

I don't know.  I think I would let Quakers and Buddhists on, but I would put the religious thru extra rigorous screenings for violent tendencies.  That's such a minefield with them.
